Welcome Bill Kerbin, our new Town Manager

Bill Kerbin is getting his feet wet as New Gloucester’s new town manager, familiarizing himself with the town, the staff and the select board. He brings a strong background to his new role. Bill grew up in Pocomoke, Maryland and studied history in college, and political science in graduate school. He then went to law school and became a paralegal with the US Department of Justice, was a housing planner, and managed a critical area program focused on the Chesapeake. He has also served as town manager in Onancock, Virginia and in Woodstock, Vermont.

Bill and his wife have visited Maine many times over the years and were pleased to have the opportunity to settle here. Why New Gloucester? Bill was attracted by the small town atmosphere, its character and traditions, while also recognizing the need to move forward. “Finding a balance,” he said, “is important… promoting New Gloucester’s small town character while growing in a responsible, and realistic manner.” He sees the Upper Village, Pineland and the Shaker Village as key to economic development, bringing in more visitors and small businesses. Another opportunity is developing housing in a responsible and creative manner.

What are some of the goals on his list, crafted with the select board? The Town is in the process of hiring an IT person to oversee technology, and to upgrade its plan for Town buildings, keeping energy efficiency at the forefront. Looking at communication, including the town’s website and social media are on the list. There may be a newsletter on the horizon.

Of course there are always challenges: the direction of the economy is uncertain, given inflation and other factors and the ways in which state and federal budgets may be impacted. Continuing to attract new families is important to economic and community development, among other challenges.

New Gloucester’s budget and CIP processes are new to him, and he’s reserving comment until going through the process.

With a strong professional staff, and a board and community members dedicated to the best interests of New Gloucester, Bill is confident that he can help to move things forward.
