The Select Board has an assortment of topics on their November 18 agenda, ranging from the near- to longer-term. Committee tasks, a draft performance review document and hybrid meeting technology are among the topics.

Apparently, noise complaints have resurfaced regarding ongoing shooting at the Town’s former gravel pit on Morse Road. Last year the board discussed similar complaints but took no action, instead proposing to review all Town-owned properties.
The board will formally consider a draft “360 review” document they developed for performance evaluations of the town manager and department heads. The “360” refers to collecting feedback on the employee’s performance from an array of sources and stakeholders – in other words, a 360-degree look. The draft, developed through a board workshop, is at pp. 17-20 of the meeting agenda packet.
An ad hoc committee formed to consider the current and future uses of the municipal complex temporarily ceased meeting pending the results of a structural analysis of Town Hall. At this meeting, the board will consider whether the committee should move forward on other Complex-related questions in the meantime.
Also on the agenda is having town committees learn more and report back about the multi-use pathway that’s being proposed for the currently unused state-owned St. Lawrence and Atlantic rail corridor running from Portland to Lewiston/Auburn. Seven miles of the proposed Casco Bay Trail pass through New Gloucester.
The board will also consider setting a date for testing of hybrid meeting technology in the Meetinghouse. The upgrades would allow remote participation in meetings, a leap forward toward greater accessibility and engagement. The current tech set-up allows remote viewing but not participation.
