Fairgrounds bathroom project, Fire Rescue policies, draft warrant on April 7 agenda

The board will return to updated Fire Rescue policies, a revised Parks & Rec facilities agreement and fees, and the proposed annual town meeting warrant at their April 7 meeting. They’ll also review a proposed RFP to build bathrooms and storage at the Fairgrounds bathrooms and discuss town planning services.

Fairgrounds bathrooms. An RFP to build the long-proposed bathrooms and storage building at the Fairgrounds is in the meeting agenda packet (pp. 42-47). If the RFP is approved as-is, bids would be due May 19. Award of the contract is contingent on voters approving funding for the project at the May 5 town meeting.

Updated Parks & Rec facilities rental terms and fees. Last meeting, the board reviewed a revised rental agreement for Parks & Rec facilities and certain other Town spaces, along with an updated fee schedule. Board members suggested revisions and clarifications, now reflected in a revised document at pp. 27-41.  

Fire Rescue revised policies. The board will review a Fire Rescue policy document that combines provisions regarding compensation, training and other terms previously appearing in two separate policies. Read the policy at pp. 16-26.

Proposed May 5 Annual Town Meeting warrant. The board will review and finalize the proposed May 5 town meeting warrant. The warrant includes the proposed FY26 budget, a question about whether to retain the old ambulance as a back-up, and permission to dispose of several foreclosed properties (pp. 51-63).

Town planning services. Unable to promptly fill the open Town Planner position following the departure of Kathy Tombarelli, the board contracted in December with Greater Portland Council of Governments to provide part-time planning services while the search for a permanent planner continued. They planned a status check after three months, hence this agenda item and discussion of possible next steps. Find the contract with GPCOG at pp. 49-50.  

Manager and department updates. In addition to business items, the agenda packet includes updates from Town Manager Bill Kerbin and department heads. Among them, an announcement of Parks & Rec summer camp positions and programs, a positive year-to-date financial report from Finance Director Lori-Anne Wilson, road salt and sand expense overruns from Public Works, and the Library’s plans for a nine-week summer reading program and related events.
